You will get lots of different answers to this question because different 
people have different preferences.

I will answer that I think Mepis is a good starter because:-

It installs in about 15 minutes without much user knowledge needed.

It comes standard with many packages ready to work out of the box.

For people familiar with Windows, it has KDE which is more similar than other 
desktop managers.

If you do become a Linux user, over time you will probably try several distros 
and still not be sure which you want to stick to.
