IPCop won't support that many subnets ( unless the latest versions have changed 
this ). You'll need to use something like pfsense which can, or, if the subnets 
need no visibility at all to each other, then simple subnetting should suffice. 
You'll need to use your subnet mask to create at least 6 separate subnets ( 
bottom and top ones are reserved for comms equipment ), then just plug them all 
into a switch.
