I'm not surprised, if the box in question is hired from one of the virtual hosting farms in the USA. They give you a basic centos, the rest is your problem. rpm is a good approach here, if you're staying within the centos repo it should be relatively easy, if you're going outside, it forces you to think about exactly what packages you need to install and why. Document the process in case you need to redo it in a hurry. Be careful because you don't have physical access to the box. If someone is asking about package management tools I'd assume that the person is aware that running this as other than root is a Forelorn Hope(TM).
