Here's what I'd do to change the resolution of the images.in a PDF file

Open the pdf in KPDF.( A recent version, I've got kpdf-0.5.7 )

Then this sequence of clicks:-
File -> Print -> Select Print to File ( Small triangle to right to
printer-name bar )
Properties -> Driver Settings -> General -> Set "Target Device" to Screen.
Image options > Downsample Color Images -> Enable
Maximum Color Resolution -> 72 ( instead of the default 300 )
Color Image Downsampling method -> Bi-cubic Interpolation
( This requires more cpu grunt than the other options, but purports to give
the best results )
( Experimentation is suggested )

Ditto for Greyscale Images and Mono Images

If you are going to be doing this more than once, Save the settings
Note that a RH mouse button click produces a help window for each setting.

Close Configuration window with OK and then Print.
