Which switch, the one at the back of the PSU? All the ones (ok a few)
I've seen so far were real switches, i.e. off means off. In that case
your power meter is, uhm, less than reliable.

If it's a switch dangling off some thin cables on the low-voltage side
of the supply, then it's equivalent to the push-button switches at the
front on the computer case, and the power is never totally off.
