It seems to get into this state when I unplug the printer: seems as if cups sees the printer is not there and disables it, but does not see that it comes back again so it stays disabled. In my case, I have to re-enable the printer: In System > Administration > Printing, choose the printer, then on the Policies tab, turn on the 'Enabled' flag.
