This story has a happy ending.
I was sent a multi-page tiff. eog would display only the first page
(http://bugzilla.gnome.org/show_bug.cgi?id=132276), and the eog project
has no intention of adding this ability. This is slightly annoying, as
eog is the default viewer for tifs in Ubuntu.
Enter tiff2pdf:
$ tiff2pdf scan.tif > document.pdf
Nice. But even better, I subsequently discovered that evince can display
multi-page tiffs out of the box.
