OK I think I need to go back to basics here, I'm feeling quite stupid about the whole thing. I can't say with any confidence why they were working (perhaps partially) before and are now not. I have an IPCop box as the gateway for the workstations. I thought that was providing name resolution via dnsmasq, I may be showing up my lack of knowledge by that statement! IPCop is providing dhcp, and for a couple of boxes static addresses (fixed leases), the primary dns option being set to the ip address of the ipcop box. It also had some entries in it's hosts file. What would be the best way of providing dns for the local network - can IPCop do it? If so how? I'm missing something...

For now, I'm going to go back to static addressing and hosts files for the workstations. I have to get this working at a basic level and while I'd prefer dhcp that now has to take second place.
