Yes, but you'd be better off with VMWare Server - it is also free but allows you to create new vms - i.e. you can create a vm and install ubuntu on it.
I haven't done it on vista but have on xp. Ubuntu was a bit slow but worked okay. I now work the other way around - Ubuntu is the host and windows is the vm.
