My advice is "don't". The fundamental problem with ftp is that the password is 
transferred over the net in clear text, so if anyone's listening...

If the packages to be served are sensitive in any way, then I'd set up sftp, 
otherwise I'd use any old anonymous ftp access. sftp is just as easy as ftp to 
use.
