You should get to the correct person with linux-users-owner<at blahblah> However that kind of relies on the fact that the person looking after the list is reading the list emails. (they can get pretty hefty in number if they are left for too long)
Mike's problem is almost certainly some variant of what you suggested with sender header different to subscribed or similar. That was almost always what the problem was when I was looking after it.
