try this as i had similar problem after doing an upgrade.

Drop to console login.

cd, push, whatever into /home/.kde/share/config  edit this file kaccessrc
(actual contents from my copy below)

this tip was found on the net Kubuntu forums.

GestureConfirmation=true
Gestures=true
SlowKeys=false <<<<<<<< change this from true to false which is what i did to 
solve my problem
