I may only partially understand your issue and others might add more,
perhaps what you are looking for is
sudo apt-get install ia32-libs
or

Then, or anyway, something like "apt-get install package-name" is all
you need and you let your package manager take care of dependencies for
you? Having said that though, last time I installed skype (as an
example of what you are referring to in your question) there was an
extra hoop or 2 to jump through, easily found in google, this skype
how-to on the ubuntu forums suggests a few more 32 bit packages that may
be of interest to you.
