Although the hardware is meaty enough (xeon 3.6GHz, 3GbRAM) , upgrading the
OS + software isn't really an option because

1. the box is owned by CompanyA, and used by CompanyB.  I work for CompanyC.
2. I lack the testicular fortitude to dist-upgrade for fear of breaking
who-knows-what

I can't justify building a new box either.  I want less servers to
administer, not more.

However rssh was a wonderful suggestion.  I followed the guide at

http://www.cyberciti.biz/tips/rhel-centos-linux-install-configure-rssh-shell.html

In short, sFTP users have a restricted shell (rssh) and are chrooted to
/home/<username>

Other users with bash shell are prevented from using sFTP by AllowUsers= in
/etc/ssh/ssh_config
