Right click on the panel.  Select "Properties" -> "Hiding Policy" & set to automatic.

This is a function of Nautilus as others have pointed out.  To get rid of all icons on 
the desktop, just start Nautilus, click on "Preferences", select "Windows and 
Desktop", and uncheck "Use Nautilus to draw desktop".  You will then have no icons on 
the desktop at all.  If you wish, you can then put the Nautilus icon on the panel, 
which is a bit more convenient.
