Is the built in XP firewall up and running on the NIC connected to the Internet?
If it is, have you tried removing it? I have DSL coming into a single-port modem. A Cat 5 patch cable connects it to a Linksys 5 port switch. A Windows XP box acts as the server using Internet Connection Sharing. Downline is two more XP boxes and a Mandrake 8.2 box. The problem is I can pull any URL on the XP server box and the Mandrake box, but can only pull some URL's on the other two XP boxes. I can ping or trace route any URL on these two, put can't pull the page with Explorer. So far all the ones I can't pull seem to have some type of security features. It isn't a DNS caching issue, done checked that. Could it be anything on the Mandrake box? I know it seems kind of far fetched, but I'm running out of options.
