I'm just in the process of sorting that out. The basic startup control files are in /etc/X11/xfce and in ~/.xfce. But I've just discovered that xfwm prefers a file (if found) ~/xfwmrc. This after lengthy debugging. I'm still corresponding with xfce-users to find out what gives. Will keep you posted. The only files you really need to modify are (maybe) xinitrc and (for sure) xfwmrc.
