Normal. What you're almost certainly seeing is everyone else. If you run
tcpdump on your external interface, you'll prabably see hundreds of ARP
queries and replies. You'll see them because your cable modem is almost
certainly running in bridge mode. Same applies to DSL modems in bridge
mode.
