Because Senators and Representative don't read their e-mail (or their
snail mail either for that matter), they have paid serfs that do that kind
of grunt work. They codify letters categorically and present their boss a
pretty report that says: xxx constituents agree w/ blah, yyy constituents
disagree w/ blah, and include one or two of the better comments on each
side. If said senator doesn't have a large lobby breathing down his
throat (like RIAA, M$, etc.) and otherwise has no interest in topic blah
(i.e., his party doesn't have a defined position and no one has paid him
to have a position), then (s)he goes with the majority of constituents.
After all, we're talking about a politician here. It's not about you or
me, it's about numbers and/or favors. Period. So don't expect to see spam
legislation until the either the politicians actually start using their
own e-mail or the situation get so bad they're cut off from their
constituents because of it (or a big lobby gets behind said legislation).
