What is the owner/group of /home/cecilia/mp3? that needs to have some GID or UID that matches cecilia or chmod 777 the directory.. not the best plan i would say...

In fstab:
/dev/hdb1 /home/download reiserfs defaults 0 0

or something similar with _your_ information.. man fstab

then run the mount -a command and there you be.
