Yes, it can. I checked into because I'm dumping KDE (I tried Gnome and haven't been impressed). The apps just have to be compiled with KDE support (meaning the libraries are there). I don't know about multiple desktops. Check out www.xfce.org or maybe someone who has run it more can answer that.
