Did you also install the extra files for Xine as it does not ahve the ability 
to decrypt DVD's natively.
To fully use Xine I needed to install:
libdvdread
libdvdcss
libdvdnav
plus the devel libs too
Xine dvdnav
I also installed Xine d5d and d4d to use divx files
