You should be able to download a "developer" edition of UnitedLinux for free from the UnitedLinux site. You just need to register for their developer program, which is free. If you poke around on Oracle's http://otn.oracle.com site you should find a link to Red Hat where you can purchase their Enterprise server product for $60 or thereabouts, for development purposes.
