GTK2 does run on Windows, but that's not what they did. They wrote a set of libraries as part of the Mozilla core that abstract the differing UI calls. That way their XUL (eXtensible User interface Library IIRC) code always looks native.
Ok, so it's a "home grown" solution (and a very impressive one), not one of the pre-made cross platform solutions like, say, http://www.wxwindows.org/ .
