If you do 'shift-enter' after the last real outline line instead of the usual 'enter', you will be on a new line (1B), but will be considered a continuation of the last item. You can do this for as many lines as you want. Then, just do a normal enter when you want to continue with the outline. This is the same way you get a new paragraph in a bulleted list without a new bullet.
