to do the former, just put the picture into your wallpapers directory 
and select it, then tell the system to run it one time, centered. you 
can then choose the color or colors you want for the background 
"frame."

to do the latter, you'll need to pull up an image editor -- the one 
in staroffice isn't awful -- and paste the smaller picture atop the 
larger one in the place you want, then save it under a third name. 
for it to be a good background, you'll want to make it the same size 
as your desktop -- 800x600 or whatever; at least make sure that the 
ratio is 4:3 (the 1280x1024 people are s.o.l., but that's what they 
get for not running 1280x960).
