That would enable text descriptions for the icon toolbar items, but not 
restore the text menu. (menu above the toolbar)

I found out after getting it back it is called the 'menubar', and the reason 
I was getting stumped it that it is this easy to do:

When viewing a web page, right click on the page and choose 'Show Menubar'.

The trick was 'viewing' a page.  My Konqueror starts with a blank page, and 
you can't right click on a blank page, I guess.  (!)  Ctrl-M will toggle the 
menubar on/off regardless of a blank page or not, so I guess I am better 
informed now for the next time I forget.
