Reading the kernel change logs makes me think that 2.4.15-pre2 is the
"minimum" level, but then I have been on a 2.4.13 kernel supplied by
gentoo with lots of other patches, so they must have paid attention to
ext3 as well. I've just cut over to 2.4.13-pre5 (because that's as
far as gentoo has made it), but -pre9 is already available. pre5 has
some bugs left in the agp-sis component (won't compile) which I no
longer require but was still hanging around in my config.

I guess I'm just old fashioned or chicken or I've learned a few things
over the years, but I wouldn't apply tune2fs -j to my only running
system on a bet!

Old safe and secure here always clones his system to an empty
partition, updates the fstab and lilo, and then plays to his heart's
content on a system copy that he can break without too many tears.
