I'm sure it's under review, since the borland forums are up in arms. As for wine, it's only the ide that uses it, not the finished apps. The problem I have with kylix is distributing apps, since you need about 8 megs of libraries. I've heard it requires the particular version of qt that ships with kylix, so you end up with a .tar.gz of 3+ megs that blows up to 8+ on install.
