What error code is the FTP server returning?
A comparison with the codes on this site will help narrow down the cause of your login rejection. http://www.theegglestongroup.com/writing/ftp_error_codes.php Some FTP clients may hide the code so you may need to use the BSD ftp command line program. If it is not installed on your Linux box try a Windows one. All Windows versions I have come across include the BSD client.
