Yes, I would. But if I couldn't, and I really wanted the project to succeed, I'd cough the cash. So, you want a small, low-powered PC to put into a car? Why not build one? These days it's trivial, but you can probably build one out of junk for little expenditure. Here's what I did in late 1999: http://homepages.paradise.net.nz/blighty/mp3player/mp3player.htm It's a standard PC motherboard (smallest one I had lying around) with a 12V PSU built on some stripboard, and a laptop hard drive. It consumed 3A of current (no problem in a car) and survived bumpy roads quite well.
