Yahoo cracked it.! The correct syntax for the CUPS printers.conf file to use IPV6 over a network using a link local address is;
DeviceURI socket://[fe80::200:xxx:xxx:xxx+eth0]:9100 Note the use of the plus rather than percentage symbol to identify the network interface. This appears to be a CUPS quirk. The IPV6 address and interface are enclosed in square brackets. The x's are substitutions to mask the actual address.
