That sounds like it may be a GIMP input devices configuration issue.
Go into the menu: Edit -> Input Devices
You will see all available input devices in the left pane. You can configure
the behaviour of
each of them in the right pane after selecting the respective device on the
left. The mode of
any pointing device can be set to any of {Disabled, Screen, Window}, and below
that you can set
various parameters for each device. What you can configure depends on the kind
of device.
There is a quirk to this for some input devices: you may have to select and
apply the
configuration changes with the input device that they are meant for itself.
Don't ask why it is
like that, but I have found from experience that some changes for other devices
that I am making
do not stick when I select and "Save" them with the mouse. YMMV - so if the
"straightforward"
approach doesn't work, try playing with this.
