After digging in my mail folders, I found the following URL:

        ftp://ftp.cc.ac.cn/pub/cct/

However, I didn't find any font format information in English over
there.

The copyright status of the fonts is unclear. I guess.

Under some jurisdictions, it might be legal to produce an unencumbered
bitmap from from a copyrighted vector font, but I don't think this is
a good approach.
