Or worse, set their encoding system to -*-* which gives you a
completely random encoding system.  I don't know if this would be
better fixed on the client or in the server; in the latter case it
could prioritize the "system" character set.

Incidentally, I believe there needs to be an easy way to set the
default character set in use on a system.  This may of course be
overridden by the user (possibly at their own peril), but it is
nevertheless a useful concept.
