That's the impression I got in correspondence with them over mapping 
tables for JIS X 0213. They even said to wait for propietary mappings(!).

No, I really doubt they want to get involved to that level.

For the so-called ideographs it is probably possible to build one from
files like Unihan-3.1.1d1.txt, but that's not where the problem mappings
are AFAIK. I have quite a good JIS208+213<->UCS table from Kawabata
Taichi at NTT.
