There is a trivial workaround:

 a) start w3m
 b) press o (option setting panel)
 c) Toggle "Use alternate expression with ASCII for entity" to OFF

It would be nice if 3) happened automatically in UTF-8 mode, otherwise
every UTF-8 user has to discover this obscure option first.
