groff is able to output in utf-8, but any non-ascii in the input
is considered to be in iso-8859-1 only.

I know for postscript output it may be a problem to add support of
anything outside basic latin characters; but for display in a terminal
to have an option that could tell the charset used for the source input,
otherwise all the currently existing man pages translated into russian,
polish, greek etc will be completly useless once man page
viewers start to switch to utf-8 for displaying.
