I was adressing the notion that iso-8859-1 would always be
around, which Bram mentioned, sorry if my quoting wasnt explicit.

I think even latin1 should go away. (Its not a subset of utf-8
and it encourages the use of the control formatting characters
that make utf-8 mess up in most older terminals)
