As far as I know, this is not done for Mozilla mail. Mozilla's internal 
encoding is Unicode (UTF-16). For mail display, we may be using UTF-8 
internally. 

The encoding menu is an instruction to regard the mail message data as 
"the chosen encoding" and then convert it to Unicode for internal 
processing. Given this, Mozilla mail does not work like you describe for 
Ximian Evolution.
