As far as I know, this is not done for Mozilla mail. Mozilla's internal encoding is Unicode (UTF-16). For mail display, we may be using UTF-8 internally.
The encoding menu is an instruction to regard the mail message data as "the chosen encoding" and then convert it to Unicode for internal processing.
