It is my great pleasure in writing you this letter. Your particulars were given to me
by a member of the Nigerian Export Promotion Council {N.E.P.C.} who was with the
Government delegation to your country for a bilateral talk to encourage foreign
investors. I have decided to seek a confidential co-operation with your in the
execution of the deal described hereunder for the benefit of all parties and i hope
that you will keep it a top secret because of the nature of the business.
With the Ministry of Power and Steel were I work as a Director of Audit, Project
implementation and with the co-operation of another top official we have in our
possession as overdue payment bills totaling Fifteen Million, Two Hundred Thousand
United states Dollars {$15,200,000.00}. This amount represent a certain percentage of
contract value executed for my the Ministry by a foreign contracting firm, which the
Financial Director and I over _invoiced by $15.2 million. The actual cost of the
contract has been paid to the original contractor leaving us with this $15.2 Million
as excess unclaimed balance in the contractor payment account of my Ministry.
Since the present Government is determined to pay foreign contractors all debts
owned so as to maintain good relationship with foreign Government and Non-Government
financial Agencies, we included our bills for approvals with the co-operation of some
of the officials from the federal Ministry of Finance {F.M.F.}.We are seeking your
assistance to act as the beneficiary of the unclaimed $15.2 million. We are not
allowed to operate a foreign Bank Account hence we need you as a foreigner. The change
beneficiary of information and application for claim to reflect official payment
approvals will be secured legitimately on behalf of you/your company. I have the
authority of my partners involved to propose that should you be willing to assist us
in this transaction, your share, reward or remuneration will be US$3.04 million
{20%}, US$9.12 Million for us and US$3.04 million {20%} for taxation and miscellaneous
expenses incurred.
This business is completely safe and secure, provided you treat it with utmost
confidentiality. Everything concerning this transaction will be done legitimately in
conformity with the laws of your country. It does not matter whether your company does
contract project, as a transfer of power will be secured in favor of you/your company.
Also your area of specialization is not a hindrance to the successful execution of
this transaction. I have reposed my confidence in your and hope that you will live up
to it in responding.
