Use SuSE 9.1 or newer, and you will find that all locales run in UTF-8 now by default. It works pretty well right out of the box. UTF-8 was not yet officially fully supported yet in SuSE 9.0 (though it did actually contain already most of the ingredients needed by an expert to use UTF-8).
