I have now implemented the very basics of this.  The attached patch (which
includes the Arabic one) should do this.

Warnings
  1. Horribly inefficient
  2. Dies when not in -u8 mode (yeah, I know...)
  3. The selection is broken
  4. No way of turning it off
  5. The cursor is broken (it draws it at the logical position, not the
     physical).
