No, you can add just whatever you feel is useful. There are no minimal
requirements for an iso10646 font, except that there should be the
missing glyph box in position 0. In fact, the font will sadly load much
faster if there are no ASCII characters in it. I suspect someone will
sooner or later also want to add CJK stuff to 20x20 anyway.

It won't do any harm if the glyphs are present.
