You could have saved this list all this traffic by simply copying
the "relevant" portion of the WG20 document in the first place. Here
it is:

  4. The charmap WIDTH section will be added, together with a width
   keyword in LC_CTYPE.

I will also note that a grep for "width" turns up some objections to
having a width keyword which you, as the editor, rejected. The
rationale, in part, is that "width" maps to the APIs in ISO 15435,
which you also edit. And of course, the 15435 APIs have not been
balloted, and that project was almost cancelled recently.

That aside, I do not see how the sentence you refer to in N706R2
(quoted here) answers my question about you implying you alone
can decide what to take in to PDTR 14652. Of course, Kent and you
have clarified that whatever happens, this won't be an ISO standard
as you originally claimed.
