Sorry. This is in the FDIS for 10646-2, which is not
publically available (as is the case with FDISes and
final ISO standards in most cases). It is also in a
preliminary document that is publically available at
the std.dkuug.dk site, but that does not seem to work
at the moment. The document number to look up via is
JTC1/SC2/WG2/N2279, clause 8 on page 6. This is quite
different from the FDIS, since N2279 misses all of
the CJK, as well as a number of other changes.
Those who have the FDIS will find this text on page 4
(still clause 8). Sorry for not being able to provide
an actual link right now.
