It is a de-facto standard that CJK characters (except for
JIS X 0201 characters) are doublewidth.  This de-facto
standard lives more than 20 years since 8bit computer age.
Ignoring this standard would bring a confusion.

Since XTerm did not support CJK languages until recently,
it was OK that XTerm didn't support doublewidth.  However,
to support CJK languages, doublewidth support is mandatory.
