The only place to get authentic expensive paper copies is

or your national standards body.

(Fortunately, a few committee members had a heart with poor students and
released inofficial ASCII copies with just a few typographic
glitches but identical text on the net, the one I caught is on http://www.cl.
cam.ac.uk/~mgk25/volatile/ISO-C-FDIS.1999-04.txt temporarily)
