This is not a place to discuss this, thus I'll keep my answer short. Yes,
FreeBSD doesn't have good locale support. However, in many other aspects it
is compatible with most other Unixes. Linux is better in some aspects,
FreeBSD in others. Hopefully the good ideas will be exchanged.
FreeBSD tends to give more attention to stability and backwards compatibilty,
while Linux tends to include more fancy features. I happen to like a stable
environment to work in, with a few bleeding edge things (like using KDE).
For Linux the Debian distribution would be my choice.

FreeBSD is at least twice as stable then Linux. Of course, Linux is fancier.
That's the same way how MS-Windows has taken its place in the market. Not by
(boring) stability but by (flashy) features. I'm disappointed to see that
Linux distributors are going the same route, chosing the latest update of
programs above a stable version (e.g., the latest Red Hat distribution
contains an ALPHA version of Vim).
