Yes.  You can find many informations with keyword "JIS X 0213" or

And more, I thought the aim of this discussion is to determine
a normative locale names, not to implement it.  I don't insist
we need EUC-JISX0213 locale right now.  If someone will feel
to need it, he/she will implement it.
